Employers in India are bracing for cautious hiring in the first quarter of 2025 due to ongoing talent shortages, according to the latest ManpowerGroup Talent Shortage Survey.

Despite the highest hiring demand globally, 80% of employers in India are struggling to find the right talent.

This trend has persisted since 2022 and is more than the global average of 74%.

Hiring 2025: Talent Shortage Across India

The survey, which collected data from over 3,000 employers across four regions of India, highlights that no region is immune to talent shortages.

Talent scarcity remains a defining feature of the global labour market.

Sandeep Gulati, Managing Director of ManpowerGroup India and Middle East, emphasized the urgent need for collective action to address this persistent issue.

Industries like IT, energy, and utilities are feeling the greatest strain, with demand for specialized skills like data and IT continuing to rise.

South India is particularly affected, with talent shortages reaching 85%.

The pressure on medium and large enterprises is significant, with large organizations (250-999 employees) and very large enterprises (1,000-4,999 employees) reporting an 82% difficulty in filling positions.

Strategies to Mitigate Talent Shortages

To find, attract, and recruit talent, employers are offering more upskilling and reskilling opportunities to current employees (39%), aiming to reduce recruitment costs by promoting internal mobility.

Only 22% of employers favor increasing temporary recruitment, while 38% prefer targeting new talent pools and 29% prioritize increasing wages.

Employers cite training staff, finding qualified talent, and offering more location flexibility (hybrid, remote) as the top challenges to fully leverage Artificial Intelligence (AI).

The survey underscores the need for robust partnerships between businesses, governments, and educators to build a future-ready workforce.
