Haryana Cabinet approves draft ordinance for 75% quota in private jobs for locals

Haryana Deputy Chief Minister Dushyant Chautala on Monday said that the state Cabinet has approved the draft ordinance mandating 75% reservation in private jobs for residents from the state.

The draft of the ordinance will be placed before the Council of Ministers in its next meeting.

He called it a historic day for the youth of Haryana. “The cabinet has approved the draft ordinance making 75 percent jobs in the private sector mandatory for the youth of Haryana,” Dushyant Chautala said in a tweet.

Salient features of the ‘Draft of Ordinance’

  • 75% of the new employment to be given to local candidates for jobs having a salary of less than Rs 50,000 per month in various privately managed companies, Societies, Trusts, Limited Liability Partnership Firms, partnership firms, etc. situated in the state of Haryana.
  • All private industries, units, firms and employment providers which would have more than 10 employees in its premises would be covered Under the Haryana State Employment to Local Candidates Act. These rules would apply to recruitment after the date of notification of this ordinance.
  • However, employers will have the option to limit the recruitment of local candidates from one district to 10%.
  • The exemption clause shall also be provided if suitable local candidates are not available for a particular category of industry.
  • Private companies would have to inform the labour department if they are unable to find employees according to their requirements after which they would be permitted to give jobs to youth from other states.
  • Domicile certificate mandatory; Those who want to take the benefit of this new rule will have to furnish permanent resident proof and the labour department will be responsible to implement the new law.
