Goa government has launched its new Startup Policy 2025 with a clear goal: to establish 1,000 startups, generate 10,000 jobs for Goans, and transform the coastal state into India’s “creative capital” by 2028.
The policy, rolled out last week, is designed to strengthen Goa’s growing reputation as a hub for technology, innovation, and entrepreneurship.
According to the Department of State Information Technology, Electronics and Communication (DITEC), Goa is already home to 696 DPIIT-recognized startups, among the highest per capita in the country.
The new policy builds on this foundation by offering targeted support across funding, skill development, infrastructure, and collaboration.
Goa Startup Policy 2025: Key Targets and Measurable Outcomes
The Goa Startup Policy 2025 outlines several concrete goals:
- Establish 1,000 startups across sectors by 2028
- Create 10,000 jobs for Goans within startup ventures
- Enable 100 startups to access venture funding
- Facilitate collaboration between the government and 50 startups
- Foster partnerships with incubators, corporates, universities, and industry associations
These targets are backed by a series of schemes and incentives aimed at nurturing early-stage ventures and supporting innovation at the grassroots level.
Campus Innovation and Skill Enhancement Schemes
To encourage student-led entrepreneurship, the Campus Innovation Scheme offers grants to students working on entrepreneurial or research-based projects.
The scheme reimburses expenses incurred during project development, helping young innovators turn ideas into viable products.
The Skill Enhancement Scheme supports startups by reimbursing costs for training in emerging technologies such as Artificial Intelligence, Machine Learning, and Blockchain.
This initiative aims to build a future-ready workforce and ensure startups have access to skilled talent.
Dedicated Support for Women Entrepreneurs
Recognizing the need for inclusive growth, the policy introduces a mentoring and funding programme for women-led startups.
Startups founded by women working on innovative projects will receive monthly allowances and access to dedicated mentorship networks.
This move aligns with broader efforts to improve gender representation in the startup ecosystem and ensure equitable access to resources.
Infrastructure and Ecosystem Development in Goa
The government will collaborate with private entities and educational institutions to set up:
- IT Labs
- Maker Labs
- Centres of Excellence
- Innovation Centres
These facilities will be located across industrial parks and campuses to provide startups with access to tools, technology, and collaborative spaces.
Promotion, Marketing Assistance, Strategic Positioning and Long-Term Impact
To help startups gain visibility, the Promotion and Marketing Assistance Scheme will reimburse a significant portion of costs incurred while participating in government-supported exhibitions and trade shows.
This aims to boost market access and investor interest in Goan startups.
Under the leadership of Rohan Khaunte, Minister for Information Technology, Electronics and Communication, the policy reflects Goa’s strategic intent to become a global hub for creativity and innovation.
Officials believe the policy will nurture the next generation of leaders and creators, positioning Goa as a premier destination for startups.
