Outsourced Employees in Telangana Benefit from New Corporation

The Telangana government has announced plans to establish a dedicated corporation to manage outsourced employees across various government departments.

This initiative seeks to resolve persistent problems like delayed salary payments and corruption. It also focuses on improving transparency in the recruitment process.

The proposed corporation will oversee nearly 4 lakh outsourced workers and streamline their hiring, salary disbursement, and welfare management.

Key Features of the Proposed Corporation in Telangana

Officials will register the corporation as a not-for-profit entity under Section 8 of the Companies Act, 2013.

The corporation’s main goal is to allow government departments to directly recruit outsourced employees.

This eliminates the reliance on private agencies in the recruitment process.

This move will resolve issues such as underqualified hires and salary deductions by intermediaries.

To ensure transparency, the corporation will introduce an Aadhaar-linked online registration system.

Candidates will be verified based on their qualifications and skills, and recruitment will adhere to Telangana state and subordinate service rules, including applicable reservations and rosters.

Authorities will implement an online attendance system to ensure timely salary payments.

Salary and Welfare Management, Leadership and Oversight

One of the corporation’s key responsibilities will be managing salary disbursements.

Salaries will be credited directly to employees’ bank accounts through the state government’s financial system, bypassing intermediaries who currently deduct ₹3,000 to ₹5,000 from workers’ pay.

Additionally, outsourced employees will be brought under the ambit of legal entitlements such as the Employees’ Provident Fund (EPF) and Employees’ State Insurance (ESI).

A senior IAS officer is likely to be appointed as the managing director of the corporation, which will function under the General Administration Department (GAD) or the Finance Department.

The corporation will play a crucial role in mapping outsourced employees across departments, defining their roles, requirements, and pay structures.
