Bihar Government has launched the ‘Mukhya Mantri Pratigya’ scheme, a paid internship programme designed to provide financial support and practical experience to young individuals across the state.
The scheme was approved during a Cabinet meeting chaired by Chief Minister Nitish Kumar on July 1, 2025, and is part of the state’s flagship Saat Nischay-2 (Seven Resolves Part 2) development programme.
The initiative is expected to benefit one lakh youth by 2030, offering structured internships across various sectors and institutions to bridge the gap between academic learning and industry readiness.
Bihar Internship Programme: Eligibility and Financial Support Structure
The scheme targets youth aged 18 to 28 years who meet one of the following criteria:
- Passed Class 12
- Hold an ITI diploma
- Are graduates or postgraduates
- Have completed a skill development programme
Internship durations will range from three to twelve months, and financial support will be provided based on educational qualifications:

Additionally, interns working outside their home district will receive an extra ₹2,000/month, while those interning outside Bihar will get ₹5,000/month as livelihood support, for a maximum of three months.
Direct Benefit Transfer and Oversight Mechanism
To ensure transparency and efficiency, the stipend will be transferred directly to the beneficiaries’ bank accounts.
A Task Force Committee, headed by the Development Commissioner and comprising members from industry bodies such as CII and FICCI, will oversee the implementation and beneficiary selection process.
The scheme is designed to be inclusive and scalable, with an initial rollout targeting 5,000 youth in 2025–26, and a five-year goal of reaching 1 lakh beneficiaries by 2030.
Chief Minister’s Vision and Political Context
Chief Minister Nitish Kumar emphasized the scheme’s role in creating a self-reliant, skilled, and job-ready generation.
In a post on social media platform X, he stated, “This visionary initiative will provide advanced skills, better employability, leadership development, and new opportunities to the youth of Bihar”.
The launch of the scheme comes ahead of the Bihar Assembly Elections, making it a politically significant move to address one of the state’s most pressing issues—youth unemployment.
Broader Employment Ecosystem and Cultural Linkages of the Internship
The internship scheme complements other Cabinet-approved initiatives such as:
- Mukhya Mantri Kalakar Pension Yojana: ₹3,000/month pension for artists aged 50+ with 10+ years of experience
- Guru-Shishya Parampara Yojana: Two-year training for youth in endangered art forms, with monthly incentives for gurus and pupils
These programmes collectively aim to preserve cultural heritage while promoting economic empowerment.
