Telangana Govt to Establish HR Cell Amid E-Database Concerns

The Telangana govt, led by Chief Minister A Revanth Reddy, has announced plans to establish a new human resources management cell.

This move comes in response to the alarming absence of an electronic database for its 3.5 lakh government employees, particularly senior officials across various departments.

The lack of a centralized database has led to administrative inefficiencies and manipulation by some employees to avoid transfers and continue in the same posts for extended periods.

Challenges and Impact

During a recent media interaction, Chief Minister Revanth Reddy revealed the startling lack of an electronic database for the state’s government employees.

This revelation came to light during the transfer exercise of approximately 70 additional collectors and revenue divisional officers.

The government recognized the need for a comprehensive HR management system after realizing the administrative inefficiencies during the officer transfer process.

To address these administrative gaps, the Telangana government has appointed K Shashanka.

He is a 2013 batch IAS officer, as the commissioner of state flagship projects to expedite major infrastructure initiatives.

The government felt the need to appoint a human resources management wing headed by a special officer.

This person could also be commissioner on lines of HR wings in private companies.

This new HR cell will focus on streamlining officer postings, ensuring accountability, and rectifying inefficiencies in the current system.

Several mistakes have occurred in the posting of officers due to the absence of a centralized database.

This resulted in some officers being assigned to the same district or post for years.

Recently, a reshuffle of sub-registrars was required by the registration department. This was after it was discovered that some officers had not been transferred.

These officers have been serving several years in the same positions.

The lack of an electronic database has also led to manipulation by some employees. They did this to avoid transfer and continue in the same district or posting for years.

Response from Telangana Govt

In response to these issues, the Telangana government has initiated a human resources revamp.

Nearly two dozen circulating officers, including additional secretaries and deputy secretaries, were transferred in the state secretariat to address the administrative gaps.

The government aims to create a robust HR management structure to streamline officer postings and ensure accountability.

The establishment of the new HR cell and the appointment of a special officer are significant steps.

The aim is towards improving the administrative efficiency of the Telangana government.

With a focus on creating a centralized database and streamlining HR processes, the government aims to rectify the inefficiencies.

They want to ensure a more transparent and accountable system for its employees
